Welcome to Silay City Water District
SILAY CITY WATER DISTRICT is a government owned and controlled corporation established on March 16, 1976 through Resolution No. 162 of the Sangguniang Panglunsod of Silay City by virtue of PD 198 as amended, otherwise known as the Provincial Water Utilities Act of 1973. The district was issued Conditional Certificate of Conformance (CCC) No. 027 on August 12, 1976 by the Local Water Utilities Administration (LWUA). On July 1, 1976, SICIWA starts its operation and considered to be self-liquidating with the formulation of its by-laws. It is mandated to provide safe, adequate, and sustainable water supply to the residents of Silay City.

SWAC– Silay City Water District Actionman on every Complaints
SWAC is the official mascot of Silay City Water District! Born on August 29, 2016 through Board Resolution No. 51, Series of 2016. The idea of creating the SICIWA mascot is to help enhance the announcements, promotions, presentations, views, and over-all perspective of the operating procedures of the water district.
SWAC CONCEPT
The mascot is actually an enlarge water drop that has blue color that stands for the water. Water that we produce, transmit, distribute, and consume.
He uses gloves, shoes and helmet that denotes safety of every employee of the district while doing our job.
Yellow color stands for the visibility on the actions and service request. The “thumbs up sign” indicates the customer satisfaction on the work that has been done. The joyful image projects the willingness and gratefulness to serve the public. Sometimes SWAC is an engineer, a plumber, a meter reader, a bill collector, a pump operator, a service assistant, or a disconnection personnel. Generally, he can be any employee of the Silay City Water District that is always ready to SERVE the consuming public of Silay City.
