BRIEF HISTORY
The SILAY CITY WATER DISTRICT is a government owned and controlled corporation established on March 16, 1976 through Resolution No. 162 of the Sangguniang Panglunsod of Silay City by virtue of PD 198 as amended, otherwise known as the Provincial Water Utilities Act of 1973. The district was issued Conditional Certificate of Conformance (CCC) No. 027 on August 12, 1976 by the Local Water Utilities Administration (LWUA). It is a franchisee of the government in supplying safe and potable water to the residents of Silay City
WATER SOURCES
The Silay City Water District utilizes groundwater supply from carefully selected well sites in the city. The present facilities include the Five (5) operational deepwells located at Burgos Street (Brgy. 1), Fortuna Subdivision, Buenavista Subdivision, Brgy. Lantad and St. Francis-Villa Rosario. The depths are ranging from 90 to 150 meters, all equipped with pumping facilities ranging from 10 Hp to 30 Hp submersible pump-motor assemblies. The New Burgos Pumping Station has an elevated concrete reservoir with 380 cubic meters storage capacity and St. Francis-Villa Rosario Pumping Station has a 550 cubic meter ground reservoir. The deepwells of our pumping stations have a combined actual production capacity of 7,776 cubic meters per day.
SERVICE COVERAGE
The Silay City Water District serves more than 32,800 population which is equivalent to 42.02% of the population of the service area and 25.9% of the population of Silay.

OFFICE BUILDING
Approaching Forty (40) years from the establishment of your water district and dedicated service, we have constructed our office building with a floor area of 295 sq.m to house the employees, hold various meetings, seminars, conferences in a single setting and provide convenience for all concessionaires.

STAND-BY / EMERGENCY POWER
Acquisition of five (5) Generating Sets with capacities ranging from 75 to 150 KVA assigned in all pumping stations keep the district in 100% stand-by power supply. It usually operates during power supply failure like brown-outs, current unbalance, low voltage, high voltage, single phasing, fluctuations and load shedding.

All pumping stations were installed with new E-MAGs to make the readings and data ACCURATE.

- Replacement of the Panaogao well (1992) by operating the new pumping station known as St. Francis Villa Rosario (2012)

WATER QUALITY
The Silay City Water District confirms to the water quality parameters prescribed by the Philippine National Standards for Drinking Water. All deepwells are sealed from 50-70 feet with cement grout to prevent the entry of surface water and other pollutants that may contaminate the wells. Water that is produced from underground is then disinfected using chlorine dioxide that runs simultaneously with the pump. Water sample collection at every source is conducted every year for Physical Chemical Analysis. Bacteriological test is conducted monthly at different locations within the service area to check the potability of water to every household.
Filtration Facilities
In our commitment to improve the water quality we have installed the catalytic oxidation filters in all of our pumping stations. The system reduced the IRON and MANGANESE and removed the HYDROGEN SULFIDE or ODOR in raw water.
EFFECTIVE DISINFECTION THROUGH CHLORINE DIOXIDE (CLO2)
SICIWA uses chlorine dioxide (CLO2) in killing all germs and bacteria present in water. Chlorine dioxide is much superior to Chlorine – an oxidizing compound which undergoes specific reactions.
Advantages of CHLORINE DIOXIDE compared to CHLORINE:
- It does not form (THM) Trihalomethanes which are known carcinogens
- No formation of Chlorephenols-pharmacy odor
- Long lasting bacteriostatic effect in distribution systems
- Good properties against spores, virus and algae
- Removes odor and bad taste in water
- Oxidation of organic Iron and Manganese compounds
- Strong disinfecting power in wide PH range
- Removes of microbiological deposits in distribution systems
